As to your question: If you can find this email list you should also
be able to find the documentation, which is here:

There you'll find a link called "Supported Protocols and Interfaces"
https://wiki.shibboleth.net/confluence/display/IDP4/ProtocolsAndInterfaces
which does not contain anything about OIDC/OpenID Connect.
Which is your answer.

There's an extension available that adds that support:
https://github.com/CSCfi/shibboleth-idp-oidc-extension
but the IDP is not "shipping" with "built-in support", so no.
