Upgrade Shib-IDP v3 to v4 on Windows 2016 | Error: Wizard ended prematurely

Hi Scott/ Team,

I need your assistance in upgrading Shib IDP to v4 from v3.

Environment: Windows 2016, Java 8u261
Installation Path: D:\Program Files\Shibboleth\IdP

My current version of IDP is 3.4.1. I am upgrading it to 4.0.1.

So I was able to upgrade from 3.4 to 3.7.4.1. Then when I upgrade from 3.7.4.1 to 4.0.1.1, I get status: Rolling Back Action and wizard ended prematurely.

Are there any debug logs being generated during installation? Do I need to update Java 8u261 to Oracle Java 11?
I was able to generate some logs using msiexec utility.

Action ended 11:34:15: FatalError. Return value 2.
Action ended 11:34:15: INSTALL. Return value 3.
