My entitlement rule of that sort is working fine. It's filtering 2 values down to the one (common-lib-terms) and the relevant AttributeRule is:

        <AttributeRule attributeID="eduPersonEntitlement">
            <PermitValueRule xsi:type="Value" value="urn:mace:dir:entitlement:common-lib-terms" />
        </AttributeRule>
