Installed Shibboleth 3.1.01 on Windows 2019 IIS. Service starts OK no errors but unable to download metadata by URL

https://win2k19shibsp /Shibboleth.sso/Metadata


404 - File or directory not found.
The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.
Any idea.
