Beta of SP 3.0.1 for Windows uploaded

I've put a Beta 1 installer up on the download site in [1] for those that were interested in kicking the tires on it. It's much more work to produce RPMs, so I don't have time for that at the moment.

The release notes [2] are largely done at this point and include the necessary material on the SameSite changes as well as other significant ones. This is a fairly non-trivial minor update by SP standards and the SameSite change *is* a breaking one for old, broken Safari and the workaround is NOT on by default.
