What exactly does "[i]f I'm using some StorageSer[vice]" mean?
You're always using "some" StorageService, by default an in-memory
StorageService will be used.

Are you saying that the problem of setting SSO/@target not having an
effect only occurs if you configure the SP with another
StorageService?
If so what happens if you don't use that other StorageService?
Does SSO/@target take, then?
