Obviously the IdP can't possibly have anything to do with it. A paranoid person might argue they're implementing logic to guess at non-Microsoft IdPs and implement logic to make the experience worse so people won't use them. A person with common sense would argue the same because that's what vendors do.

Suffice to say that's a matter of opinion, I can point you to people who would vehemently disagree that that's a feature and not a bug. But obviously it should be IdP-independent.
