I misspoke about how I built my new version... I used this project:

https://github.internet2.edu/docker/shib-idp

and I did tweak the script to make it build 3.4.6, instead of 4.x.. am sure
I missed something in the process. I will start over and see if I can do a
proper build with the proper upgrade steps...

In case anyone is curious, my current build seems to work fine. I tested
with several SPs in my config... and only found two failing so far, one of
which with this nameid format error.
