All of my comments are predicated on the log not being full of obvious errors indicating total failure in critical areas of the configuration.

For them to be the same, the only explanation is that the logs are full of that and the NameID generation service is completely inoperable, but the service isn't marked fail-fast, so the IdP is loading without it.
