Nowhere you can touch, it's internal.

You can't get this from following a supported upgrade procedure. A "new build" strongly implies violating the golden rule about how to upgrade, which is never starting from scratch. The ways to screw up the system doing that are endless.

Go back, upgrade the original working configuration instead of starting over, and you won't have the problem.
