Custom attribute

Waa not suggesting the URL as the name of the attribute - the URL is to the
definition of the OID attribute that seems to meet stated requirements:
urn:oid:2.16.840.1.113730.3.1.3 <http://oidref.com/2.16.840.1.113730.3.1.3>
