Custom attribute

We have a custom attribute (controlNumber) that needs to be defined in 
the attribute-resolver.xml and the saml-nameid.xml files.

Our account management process assigns a value to this attribute on each 
user. Values are unique and never changing.  We started by assigning the 
first user the value of 1 and increment by 1 for each following user.  
For a definition, it would be similar to a user's employee# and/or student#.

1) How should this attribute be defined in the attribute-resolver.xml 
file since no standard /*name="urn:oid:*/
value for the SAML2String element nor a 
*/name="urn:mace:dir:attribute-def:/* value for the SAML1String element?

2) Or what documentation exists that explains how I should approach this?
