userFilter & searchFilter have different meanings?

Properties and their names aren't the point, it's where they're used that will answer any question about how they're being used. Look at the documentation of the two places the properties are used by default and they independently describe completely different functions in the system.

The userFilter is used to locate a directory entry to bind against for LDAP authentication and the search filter is the LDAP DataConnector setting that controls how to find user attributes from an LDAP source.
