Encryption configuration issue

SAMLtest's IdP does permit optional encryption, which is why you didn't encounter the error while using SAMLtest.

That's to accommodate developers and other implementations.  Of the ~21,000 providers that have been registered, a surprisingly small percentage of them are Shibboleth, as gauged by the endpoints and entityID's in use.
