ISAPI Attribute useHeaders="true" is failing with error "attribute'useHeaders' is not declared"

 Hello All,

I have installed and configured Shibboleth-SP V3 on Windows IIS Web Server.

When I try to enable Header SSO by setting the Attribute useHeaders="true"
in the <ISAPI> element as shown below, Shibbileth-SP is failing to start
with error;

<ISAPI normalizeRequest="true" safeHeaderNames="false" useHeaders="true">
Error Message:
