Shibboleth SP v3 for PeopleSoft

I should have pointed out we have IIS in front of WebLogic, and we run Oracle's IIS Proxy plugin. It's a fairly elegant solution that works well.

I didn't want to revert too quickly back to headers with v3 but we may have no choice in order to keep the project on schedule.

All versions of the SP support headers, so that's not really an impediment. The only reason to use V2 anywhere is existing OS packaging.
