Is DFN (running DFN-AAI, https://www.aai.dfn.de/) involved at this point?
You'll likely need all the voices (and sanity) you can get to convince
your government and DFN should be able to way in here.

OTOH chances are this is done for eIDAS interop which AFAIU is
designed-by-committee to be almost-exactly-like SAML 2.0 WebSSO but
incompatible.
