Login page for mobile devices

1. Our page is a default and is intended to be used as is by exactly nobody.

2. It includes some general responsive design elements that I understand exactly zero about that cause it to look "not as terrible" as it might on mobile.

3. We have no substantive web design skills amongst the team but are always open to submissions and patches to improve the defaults if they are well-tested.
