Thanks Scott, it's working as it's supposed to.

The confusion is that some IDPs have published their native language org name under xml:lang="en" tag in the eduGAIN metadata.

The whole point of it is to base it on the browser's language setting. And I just tested turning langFromClient off, it reverted to English exactly as it's supposed to.
