set SP language preferences

Hi Scott,

It appears to work during my testing from my local browser. But if I have the end user run a test from their respective university which is outside US, it isn't working. 

incommon_displayName:Charité - Universitätsmedizin Berlin

is it something related to the browser config? I kept langFromClient setting to false, to suppress the client language and it didn't work. 

Is there anything wrong in this config? I rebooted the server after applying this change.

However I just tested this again (working on SP today, just took a bit of time) and it's working same as always. I imagine you're expecting something it can't do.
