SP metadata still has default values

Hey, all.  I've installed and configured Shibboleth SP many times, but having an issue with a new install shibboleth-sp-3.1.0.1-win64.msi where the generated SP metadata contains default values.  After installing Shibboleth SP and configuring Shibboleth2.xml and restarting services, SP metadata from /Metadata endpoint still shows default values for many elements.

RequestInitiator Location , ArtifactResolutionService, SingleLogoutService, AssertionConsumerService, etc..  https://sp.example.org/Shibboleth.sso...

entityID is correct, non-default value.  Not sure what to do look at on this, weird issue..
