Help with a Validation failure

Hello, I am having an unusual error while connecting to a Shibboleth IdP.

Expected Flow:
SP connects to IdP and user is landed on the authentication page. After
authentication, user is returned back to SP.

Actual Flow:
SP connects to IdP and user is redirected back to SP by IdP.

Here are the errors they are seeing:

*Validation failure: Failed to resolve both a data and a key encryption
credential*

*Profile Action PopulateEncryptionParameters: Resolver returned no
EncryptionParameters*

*WARN [org.opensaml.profile.action.impl.LogEvent:105] - A non-proceed event
occurred while processing the request: InvalidSecurityConfiguration*


Does anybody know what the issue is? I have done 20+ IdP configurations and
have never ran into this issue.
