(And my suspicion is that it's perhaps a permission issue, which is something that would probably emerge and be evident by trying a method that didn't require alternative input to the startup sequence.)

Yes, it's just a really bad idea, because you're wasting all this time on it when you could be doing something more useful. Just use the default, or symlink it. Windows has links just like Unix does.
