Thanks for the prompt response.

I have set idp.home in web.xml and also in JAVA options -Didp.home=D:\opt\shibboleth-idp. I am still seeing the same issue. I am not sure if its an issue from the tomcat. Is it possible to change the default / known path in shibboleth classes.

Pretty sure it needs to be set with a -Didp.home=\foo\bar when the java VM gets started.
