I have set idp.home in web.xml and saw the same issue. Do you suggest anywhere else to update the idp.home?

There is no issue with V4 on 9.0.34, which I know because I finished getting it stood up yesterday in preperation for moving it to a new server.

I doubt, but do not intend to check, whether an out of date release of the previous branch, would be any different.

You probably broke your startup process and possibly failed to set idp.home if it's in a non-default location.
