Em, Thank you for your reply. 

I found the problem was with the xml file got from IDP and uploaded it to
the SP(AWS Cognito). As far as I have checked, the xml had a value like
'validUntil="2020-04-23' and I guess this is the reason it wasn't working. I
have removed it and uploaded the XML to congnito and able to redirect to IDP
SSO. 

So the idp metadata xml is not changing even after modifying settings to
shibboleth and restart service but I am not sure why it was generated with
Validuntil restriction. Also If we want to make the idp metadata to refresh
in regular intervals, not sure what to do.
