best practice naming local SAML attribute

I infer from
https://wiki.shibboleth.net/confluence/display/CONCEPT/SAMLAttributeNaming
that there
is rough consensus on best practice for naming a local SAML attribute as a
URL that resolves to a description of the attribute.

Is that correct? alternatives
  urn:OID:1.3.6.1.4.1.13810...  (UA-registered oid subspace), or
  urn:mace:alaska.edu (assigned namespace) also possible
