Upgrade to SP 3.1 failed: libcrypto-1_1_1-x64.dll missing

I tested shibboleth-sp-3.1.0.1-win64.msi on an almost identical other server and the upgrade was successful the first time

The patched installer is uploaded, I'll correct the release notes.

The RPMs have, incidentally, also been copied to the mirrors as of about 20 minutes ago.
