Server 2019 and shibboleth dll error

Scott was correct! I gave the local\iis_iusurs account read and execute to the C:\opt\shibboleth-sp\lib64\shibboleth folder and it fired right up. Thank you so much. I did not realize this was needed. I do not remember granting permissions erroneously to a folder after I install shibboleth and I cannot find a reference to that in any older documentation I have. O well, that is what resolved my issue. as I rebooted and tested the IIS server twice and now the web service does not crash at all.

Generally, strange + Windows + crash without some kind of load of activity on the software means there's a permission issue.
