Production Shibboleth Changes 5-6PM 4/9/2020

Minor changes will be made to the Production Shibboleth servers between 5pm
and 6pm. There is no anticipated impact to users during this window. The
changes are needed to facilitate allowing new services to utilize
Shibboleth.
