For a "hosted" use case, we put together an outboard process to pull in a "message of the day"-type file, do same basic vetting, and write it out into a second messages/messages.properties file, updating services.xml to also reference it. Then a little Velocity template and CSS magic to show on the Login page. Kept any needed changes ot the IdP to a minimum.
