On the SP itself? On the IDP?
What means "down"? Why/how would literally only the SP software be
"down" but the wevb server happily available?

Anyway, I guess commenting out any lines that load mod_shib (i.e.,
preventing the SP from loading) and putting some content/alias/recirect at
your handlerURL (e.g. "LocationMatch ^/Shibboleth\.sso/.*$") with
whatever message you find approppriate is one way.
