DataConnector: LDAPConnector

At the moment I have multiple DataConnectors to Active Directory (fail-over
sequenced) -- for attribute lookup (phone number etc)

The ADs is not an critical source of data -- and are occasionally
completely offline.

Is there are configuration on the DataConnector that will allow for IdP
start -- even though the ADs are unreachable (as the DC to the LDAP and DB
are fine -- and these are the primary authentication and data sources)?
