I filed it, it's https://issues.shibboleth.net/jira/browse/IDP-1519

I need to reproduce with something that's not SPNEGO for sanity, but I don't think it's specific to SPNEGO.

The actual bug fix I think will be to bypass looking at the system's "previous event state" but I'll see if I can workaround it with something in a script before I change any code.
