No session cookies created for OIDC

Interestingly, Scott, when I log in with Lynx (no need to turn off Javascript if your browser doesn't support it), I don't get the post screen with the continue button at all. I do see that intermediate screen with a SAML login.

Does this indicate a bug?

It's probably a bug if it's not invoking the same set of steps to save off the information after the login is finished. It may be saving the results, but not wiring in the steps to handle client storage, which should be apparent from tracing it and seeing if it renders to view. Turn off Javascript mid-login and it should pause on that page trying to save the local storage off, and if it doesn't it's not calling any of that code.
