My best guess is that the MetadataProvider you have isn't refreshing the UK Federation's metadata.  It expires every 2 weeks, which would be consistent with the interval you note:

	U K   F E D E R A T I O N   M E T A D A T A

	Aggregate built 2019-05-27T15:04:29Z (2019-05-27T16:04:29+01:00 local)

	Aggregate valid for 14 days, until 2019-06-10T15:04:29.207Z

Restarting shibd forces a reload of the metadata file, which would resolve the problem for the next 2 weeks.  What does the configuration of your MetadataProvider for the UK-Federation look like?
