Internal SP Using HTTP-Redirect instead of HTTP-POST

Several hours of staring at those files, my eyes must have glazed over. Thank you for catching that! The entity ID in the SP metadata, Shibboleth2.xml and my configs in the idp had itsmapi, while everywhere else in the SP metadata had it-itsmapi. I made the necessary corrections and it worked!

I'd consider Brent and myself in agreement, though would note he's right about the Redirect on the inbound AuthnRequest.  I misread the audit stamp, sorry.
