DiscoFeed unable to access cached feed

I have successfully configured the EDS on a couple of different shobboleth
install, but am having difficulty with my latest install.

As it suggests on this thread

or curling to it results in the message:

Discovery Request Failed

Checking /var/log/httpd/ssl_error_log tells me that:

[Wed May 15 15:40:40.599460 2019] [mod_shib:error] [pid 31635] [client
::1:59782] error while processing request:Unable to access cached feed in
(/var/cache/shibboleth//64656661756c7468747470733a2f2f73702e717572616e676174657761792e6f72672f73686962626f6c657468_f50115c1.json).

However, this file does exist and the json contains the expected information
about the IDp I want to authenticate with.

Could this be a permissions issue? An ls -al tells me:

I am a bit stumped on this one. FWIW, I am running a t2.micro instance on
AWS EC2 with Centos 7.6, Shib 3.0.4 and Apache 2.6.

I found another error like this here:

But it seems to relate to multiple applications, and that is not the case in
my set up.

Suggestions anyone?
