If the IdP were yours, yes, you can trigger metadata reloads of either individual sources or of the entire metadata resolver at whatever intervals you please.
Since the IdP is not yours, not really. Your only real control would be to set a really punitive ValidUntil so that your metadata lasts only an hour, which would force the issue, but that leaves you little time to resolve any legitimate problems. The best thing to do would be to talk to them and see if they'll up the frequency.
