SP 3.0.4 IIS module and handlerURL processing

Thanks Peter. SP 3.0.4.1 is working like expected, so I won't have to go down the handlerPrefix dead end.

I was afraid that that would occur.  The plan here was that one would specify a "wildcard" for handlerPrefix, which for a path prefix would be '/' (which matches every path).  

That is to say:
	handlerPrefix="/"

However handlerPrefix (which we were careful to not document) will be deprecated away in the next minor release, it was an purely there as an optimization and has cost more time than it was ever worth.
