LocalMetadata SAMLtest transition issue

I pulled mine locally.

            refreshDelayFactor="0.02" maxCacheDuration="PT8H" maxIdleEntityData="PT30M"

The whole point is to avoid reloading needlessly while maximizing the checks of the file's mtime to spot changes. My delay factor ends up at about a 10 minute check window when the metadata has no validity or caching hints. That is too long for your system, but the math isn't hard obviously.
