Set Assertion ENV var when attribute is empty

That would probably work for my needs.  Can you elaborate a bit more?  I
don't see anything relating to defaults in
https://wiki.shibboleth.net/confluence/display/SP3/AttributeDecoder#AttributeDecoder-common
but maybe I'm misreading?
