No, but that doesn't mean it's a good practice to go changing them without a reason either. Practically speaking, they should be permanent unless a privacy leak dictates they change or a user explicitly indicates a desire to be forgotten by a service, which is not a UI facility we happen to have, though it's possible to apply such a decision manually.

Unless you know what the value(s) already were for a given service, there is nothing that can tell you anyway. The values are going to vary by service by definition, and without a point of previous comparison, you can't prove anything by it. That's the downside of non-stored approaches.
