Shibboleth SP and Windows 2012

iis7_shib.dll isn't an ISAPI filter, it's the newer "module" for IIS7. Perhaps you're mis-installing it by hand in some weird way and trying to use that DLL as a filter, and that's not correct on the face of it since you don't need the filter/extension mess on IIS anymore.
