A failure to find those specific executables (log4shib-config and 
log4cpp-config) should not be fatal to the configuration process, but a 
failure to find log4shib library is. Check earlier in your trace, you 
probably have another pkgconfig-based test failure. If that is the case, 
check you have installed liblog4shib-devel.
