Thanks, Ryan. That's very likely the cause of at least metadata update issue.
It seems that in the most recent environment I have installed locally the
"idp.service.metadata.checkInterval" line is uncommented. But in the at
least one of a bit older setups it was commented out, indeed.

I'll keep observing the situation, awaiting for more confirmations that
there is more to it than metadata not being updated. Please disregard the
original mail for now. Thank you for the insight and sorry for wasting your
time for such trivial matter.
