the following is configured to disable secure cookies:

SP, shibboleth2.xml:
<Sessions lifetime="28800" timeout="3600" relayState="ss:mem"
                  checkAddress="false" handlerSSL="false"
cookieProps="http">


IDP, idp.properties
idp.cookie.secure = false
idp.cookie.httpOnly = true

Not if you configure the options necessary to permit it so cookies aren't
secured.
