Bear in mind that I remembered Sheridan was a consortium member, but don't count on that always working, it's best to get support in the official channels, the list is still really not guaranteed to generate a response.

Not that it's impossible but I really wouldn't put jetty-base there, that would be at risk of accidental installer tampering. We control that directory during upgrades and putting anything else there is not advisable.

That aside, there must be something wrong with it. No modules directory and/or idp.mod file?
