SLO / logout initialization to propagate time

Hello Zico,

Take a look at ${IDP_HOME}/views/logout.vm.  Towards the top of the file is
the following line:

<meta http-equiv="refresh"
content="10;url=$flowExecutionUrl&_eventId=propagate">

Changing that 10 should be able to change the refresh time.
