Thank you very much Jason and Peter for your advice.

Unfortunately I wasn't able to try it as Shibboleth SP3 is configured with
Apache 2.2.
And "Require all granted" is not supported in it.

I tried to update apache to 2.4, but started getting error for
mod_shib_22.so.
So several other threads for mod_shib_24.so

I need to rebuild SP3 with Apache 2.4 support. 

I will try that, and if still face the issue, the revisit this thread again.
